Brief presentation of the local action plans drawn up in the context of this project for each ECOVINEGOALS study area to support the application of agroecological practices in vineyards, and for landscape and habitat preservation, and to facilitate participatory governance for the agroecological transition in vineyards.

Amendment of the MSP and granting of permits for the gradual re-establishment of vineyards in areas of former vineyards

All four municipalities (Ajdovščina, Vipava, Nova Gorica, Komen) need to agree on an amendment to the MSP that will make land use change easier.

Connection between winemakers and luxury holiday houses in order to
attract a new tourist segment

Istria County’s luxury accommodation offer is increasing, with high demand from discerning travelers. Tailored services and custom itineraries are important for wine packages and vineyard experiences. Local viticulturalists and wine farm owners need support from regional and local tourist boards to promote this targeted tourism. The goal is to connect these visitors with Istrian wine farms, as they are willing to pay more for special vineyard experiences, tasting wines and local agri-food products, and purchasing bottles to take home.

Creation of a new tourist offer based on local resources through eco-agritourism

Eco-agri-tourism combines agriculture, catering, gastronomy, and tourism in Istria, offering sustainable development and local, organic products. It increases demand for organic products and supports sustainable development. It could be adapted to wine farms using agroecological practices and offered as a tourism option in Istria County.

The agroecological transition in viticulture requires support from policy makers at all levels. The aim is to create guidelines and financial support for the gradual transition to agroecological farming.

Creation of recommendations for standard analysis of soil and plant material as a basis for calculating precise fertilization and possible application of biofertilizers in individual vineyards in Istria County

In order to implement this plan, it is necessary to create protocols for taking samples that will be used in laboratory analyses, as well as issuing practical usable recommendations for fertilization. According to the same model, it is crucial to react in the direction of protection against diseases and pests, to reduce the use of conventional means and increase or exclusively use ecological means. From the local authorities’ point of view, it is necessary to define systems for encouraging technologies that promote vineyard management, which lead in the direction of agro-ecological viticulture. The same should be applied in terms of disease and pest protection technology.

Designing and setting up the AVINE network

A joint website for Vipava’s winegrowers could help re-establish networking and cooperation, and serve well in connection with the wine road. The short-term plan includes creating a basic list of winegrowers with information on location, contacts, wine varieties, grape production methods, tasting possibilities, additional offers and products sold. It also includes arranged duty hours in the villages where a farm would be available to visitors on a given day, which would increase sales.

Developing a local brand for agroecological and/or sustainable viticulture

The goal is to promote and enhance the value of Cretan wine, the Mediterranean diet, gastronomy, cultural heritage, and unique landscape by developing a strong brand name for sustainable Cretan wine. This will be achieved by promoting Cretan wine abroad through alternative marketing channels, targeting niche markets and consumers with increased sustainability awareness, participating in international exhibitions, providing fair income to local actors, good working conditions and benefits for vineyard workers, and increasing awareness on environmental and landscape protection.

Developing and promoting a multifaceted authentic Cretan tourist experience

The plan is to integrate wine production with local culture and environment in certain pilot areas, create new tourism attractions like a vineyard museum, record and map vineyards, wineries, and geographical data, create wine routes based on special characteristics (landscape, cultural, historical, Natura2000 sites, etc), promote cooperation and networking among viticulturists and tourism-catering organizations, and create off-season tourist opportunities.

Bio-Districts are areas devoted to organic and agro-ecological practices, agreed upon by stakeholders, promoting sustainable management of resources, economic and socio-cultural development, and organic production and agro-ecology principles. They foster social agriculture and participatory governance, aligning with EU interactive and participatory innovation themes.

Development of the wine tourist offer through the implementation of an operational marketing strategy for the viticulture and viniculture of Crmnica

This activity aims to create a comprehensive offer related to the tourism-oriented services available in Crmnica. Given that Crmnica is a small area, both local visitors and tourists may experience different attractions in a short period. Therefore, it is necessary to make a network of tourism service providers (restaurants owners, accommodation providers, individuals offering tourism services on Skadar Lake, adventurous tourism providers, farmers etc.), so they won’t consider each other as negative competition, but as team members that could significantly contribute to the overall income increment in he Crmnica region.

Efficient and sustainable use of natural resources (soil, climate of the area, water)

This covers the sustainable management/conservation of the vineyards and natural resources focusing on improved crop quality; increased plant tolerance to diseases; nutrient assimilation, translocation and use, more efficient water usage; enhanced soil fertility; decrease of fertilisers and other inputs and improved soil fertility. Furthermore this action aims at producing local products with enhanced quality attributes of the final product.

This activity is dedicated towards knowledge and skills sharing about the irrigation necessity in wine growing with related benefits, while taking into consideration efficient water usage, fertilization opportunities, soil fertility enhancement etc.

Encouraging applied research aimed at: (a) the gradual introduction of new grapevine varieties that are more tolerant to abiotic and biotic stresses, (b) measures to reduce erosion and increase biodiversity, and (c) alternative ways of increasing the profitability of vineyards.

Research in viticulture will ensure knowledge and instructions for full transition to agroecology in Istria, focusing on clonal selection of autochthonous varieties, testing of resistant varieties, grassing inter-row spacing for weed control, increasing biodiversity and profitability through tourism, energy savings, and reducing plastic use.

Encouraging the use of existing buildings

Enhancement of cultural and landscape-environmental elements to
support the territorial brand.

This action aims to make historical, cultural and natural elements in the Val di Cembra accessible to visitors by creating an inventory and “slow” paths. IT tools such as smartphones will be used to identify and convey information on food, wine, and hospitality. This action will be carried out by an interdisciplinary working group that includes historical, cultural, and natural skills, involving public and research structures, and a professional figure with narrative and emotional skills.

The goal is to expand agro-ecological viticulture and viniculture in Montenegro, specifically in the Crmnica subregion. This requires support from local and national authorities through financial incentives to attract domestic and international capital, as well as young people interested in starting their own businesses in this field, which can stop depopulation of villages.

Establishing a system of regular measurements, data analysis and preparation of standard reports related to monitoring weather and climate change for Istria County, as well as official reports in case of natural disasters and damage assessment

In order to achieve this activity, it is necessary to have a network of automatic weather stations of sufficient precision, as well as a system of calibration, data collection and analysis, under the control of professional staff.

Establishing an Eco-Region and branding

The European Commission plans to create ecoregions, which are geographical areas based on ecological or agroecological principles and practices. Slovenia aims to increase organic farming by 2027, with organic vineyards currently accounting for 5% of vineyards in Slovenia and 9% in the Vipava Hills. Creating an ecoregion in the Vipava Hills is a way to achieve this goal, which would include sustainable management of resources, healthy food systems and promoting economic and socio-cultural development. The goal is to join international networks and programs for organic farming.

Foundation of the consortium dedicated to the economic development of Crmnica subregion

A consortium of stakeholders, including local government, the Ministry of Agriculture, tourism board, and local community and industry groups, will be established to develop viticulture and winemaking in Crmnica. The consortium will facilitate communication and coordination between private producers and public bodies and develop strategies and plans for the sector. Farmers will also have access to information about subsidies and incentives.

Organic and ecological viticulture is underdeveloped in Istria County, Croatia, but the number of farmers engaged in it is increasing due to awareness of its benefits for health and environment and its potential economic benefits. The Istria BIO region project by the Administrative Department for Agriculture aims to encourage organic farming in Istria County. The goal is to enhance ecological and organic viticulture by using agroecological practices.

Increasing the production of grapes from local vine varieties

In the Vipava Valley region, indigenous grape varieties account for 16% of all grape varieties, and in the Vipava Hills for 23%. The most important of these are Zelen and Pinela which account for 7% and 5.8%, respectively, and have the potential to be recognized by the market for originality and specificity. Vine growers should be encouraged to preserve other old indigenous varieties, such as Klarnica, Poljšakica, Pergolin, Čedajc, Ošip, and Glera, before they die out.

The task is to scan all vineyard parcels that existed according to the Franciscan cadastre of 1811-1869 and compare them with the current extent of the vineyards, and to find possibilities and the feasibility of reviving the vineyards, which were much larger in the past but are now overgrown with forest or in the process of becoming overgrown, which is a costly and time-consuming process due to the need for obtaining permits and overcoming obstacles in the municipal spatial plans.

To realize this plan, it is necessary to carry out systematic research in several pilot vineyards in order to determine the norm and dynamics of deficit irrigation, which will ensure reliable recommendations for sustainable grape production in different climatic situations. Porphyry quarries in the Vipava Valley are viewed as damaging to the landscape and wine industry. This effort highlights the responsibility and creativity of the inhabitants towards a comprehensive transition of living in the valley.

This is a very important activity for the Crmnica subregion, taking into consideration scattered agricultural areas located within the hill slopes. Therefore, there are two scopes of activities – one dedicated to the old-fashioned skills of dry stone wall building and restoration, and the other considering the importance of natural ground cover for long-term improvement of soil fertility and preservation of biodiversity in the area.

Renovation of the wine road

The Vipava Hills built wine roads to promote the sale of wine and encourage wine-growing activities. The impact of the wine road should be made more tangible by creating a map indicating the locations of wine-growing and other farms, natural and cultural heritage sites, protected areas, viewpoints, drinking water sources, primary care centers, and accommodation. The conditions for including interested viticulturists and wine merchants should be reviewed, areas that have been excluded should be included, and infrastructure should be properly maintained.

This will raise awareness of agroecological practices among Istria County’s viticulturists and wine-growers, since coordination and cooperation between scientific and real sectors must be improved. This includes increased support for research and development, and encouraging the spread and adoption of innovations. This is important because research and pilot investigations have not been effectively presented to the real sector, i.e. winemakers who carry out these actions in practice.

Setting up a participatory Landscape Observatory – territorial registry to support knowledge, conservation and promotion of the cultural landscape

The action includes the establishment of a participatory Landscape Observatory to act as a tool for better protection, management and planning of the landscape, in the framework of sustainable development. Key activities are the GIS Mapping of the areas using accurate updated data, the creation of a repository to store and manage data on landscape and land use, the identification of landscape values using a participatory process, the organisation of training, dissemination, and other activities (i.e photo contests, eco-tourism, etc) to increase awareness of landscape’s multifaceted roles and values in the regional capital. The Landscape Observatory can play the role of a center for the study and monitoring of landscape’s evolution, which may also initiate projects/studies concerning relevant issues. It will adopt a participatory approach encouraging multiple stakeholders to take part and work together.

Sharing

Together with the various associations and local authorities, an attempt is made to identify and develop a representative brand for one or more products of the territory, a strong ‘common line’ to be flanked.

Slow Food Travel – Giralivenza

The Slow Food Travel project in Livenza aims to promote sustainable tourism and biodiversity conservation through meetings with local food and wine experts and community members. Visitors will discover the area’s traditions and gastronomic heritage, and the region will be developed as a quality wine and food destination with the support of the Bisat community. Producers, hosts and chefs who valorize the territory with delicious, clean and fair products will provide the hospitality.

Solving the problem of a workforce that will have knowledge of agroecological practices to ensure the transition in Istria County

The main precondition for sustainable viticulture in Istria County is training for the workforce. This needs to be done at the regional and national level, with the main role played by the Istria County, regional and local agencies and departments, to develop education for agroecological principles. Encouraging Istrian viticulturalists and wine-makers to educate their workers or employ workers who need education will set a good example for all of the wine farms in Istria.

Stajnbech 2030

Investment is being made in innovation technology to reach the carbon-neutral objective, using renewable energy and considering socio-economic aspects. Use of renewable energy saves economic resources, to invest in the workforce and future generations through training and attention to health. Construction in these areas is suitable for wine tourists with the presence of qualified personnel to communicate the tradition of production and the company’s philosophy.

Strengthening the role of the wine cooperative

The Vipava Agricultural Cooperative was founded in 1894 to help farmers sell crops, particularly grapes. It was majority owned by Agroind Vipava but had to sell its shares in 2014. In 2017, the winery was bought by an Austrian buyer and renamed Vipava 1894 ltd. The Cooperative still works with the company as an intermediary for purchasing grapes and informing growers. The main objective is to maintain the existing vineyards throughout the Vipava Valley.

Sustainable increase of hectares under vineyards, emphasized on autochthonous grapevine varieties

Residents are encouraged to expand vineyards and attract new residents to engage in viticulture to stop decline in vineyard areas and support economic growth in Istria County, by using autochthonous grapevine varieties, which are more resistant to disease and weather conditions, to diversify the wine offer.

Synergy and support of the competent institutions and research & development sector

This involves the management/conservation of the vineyards and natural resources, ensuring an adequate income and an adequate standard of living for the rural population, ensuring traceable high-quality grapes and wine-making production and services, and the sharing of know-how and sensitization among stakeholders in regard to the importance of the cultural landscape of the area.

Systematic information and education of winegrowers about the principles and norms of agroecological winegrowing

Create official websites and education programs to educate local winemakers on acceptable vineyard practices, literature and data sources, professional institutions and examples of good practice, and the legislative and financial framework for agro-ecological viticulture.

The wood as an added value to the vineyard.

The AFP group’s forest owners exchange good practices and information to achieve FSC certification which verifies ecosystem services and increases private sponsorship opportunities. Many winemakers with wooded properties are enhancing and managing the forest for community access and comply with FSC standards. This commitment is communicated on wine labels for added image value.

Touristic geo-localization

The aim is to valorize local enterprises by promoting wine-growing through tourism, using geolocation to attract tourists to the area and offering a wine and food route to local cellars.

This is a plan to enhance Eastern Venice’s tourism by combining its natural and cultural attractions, including viticulture and wine, food, and local history. The plan includes mapping and geolocating the territory, creating a recognizable brand, and designing cross-itineraries and year-round activities.
